Can I create a virtual machine without virtual network in azure Explorer

I am trying to create a virtual machine (VM) in azure using arm template In the classic model of IAAs, we can create virtual machines without virtual networks in cloud services Similar to traditional models, I don't want to put VM into virtual network

Solution

V2vms, that is, the resource manager VM depends on the network card, which depends on the subnet

Vnet is used to provide DHCP and security group services to VM Without it, VM cannot get IP address

Azure VM cannot be created without Vnet, just like v1vm cannot be created without cloud service
