In the Java installation directory, why are there multiple Java Exe file?

Just curious about the directory layout of JDK So there are two separate Java Exe file – one in:
C:\Program Files (x86)\Java\jdk1.7.0_45\bin
One at:
C:\Program Files (x86)\Java\jdk1.7.0_45\jre\bin
Why do I need two files? The motivation for this problem comes from the challenges of installing a program (SQL developer)
Solution
There is a difference between installing JDK and JRE
JDK package is a developer package, including tools such as compiler (javac)
JRE package is the core runtime package and contains all software written by JVM / runtime environment / JVM language
