Java – is the master partition inactive or unassigned a known node?

I run elastic search version 4.1.0 on Windows 8 I try to index documents through Java When running JUnit test, the error is as follows

org.elasticsearch.action.UnavailableShardsException: [wms][3] Primary shard is not active or isn't assigned is a kNown node. Timeout: [1m],request: index {[wms][AUpdb-bMQ3rfSDgdctGY],source[{

}]}

I can't figure out why this error occurred When a data or index is deleted, it works normally What might be the possible cause of it
