Because the project is too large, the startup time is relatively long, and the default timeout of Tomcat is 45 seconds, which is obviously not enough for a large project.

Modify workspace \ Metadata\. plugins\org. eclipse. wst. server. core\servers. XML file.
Changing start timeout = "45" to start timeout = "200" or longer can solve this problem by restarting eclipse (I adjusted it to 200 seconds).
