Java – powerful file transfer from mobile devices to servers

What I need is a file transfer solution (Library) from mobile devices (IOS, Android) to servers (PHP) The basic requirement is that the file should be divided into blocks so that I don't need to resend the whole file if I lose the data connection in the middle of sending the file Low memory usage is also required
