Sonarqube and Java plug-ins are installed, and there are no rules under the quality configuration file

I have installed sonarqube 3.7.0 for it 3 and all related Java plug-ins
Under the quality profile tab, I can't find any out of the box configuration rules (except Android lint):
What on earth did I do wrong?
Should systems / plug-ins be out of the box, or should I import them manually?
I've read the document several times and haven't found any correct answers
